Matt concentrates his practice in the areas of environmental, land use, renewable energy, and municipal law. His broader practice includes representing developers and public entities in special proceedings under Article 78 of the Civil Practice Law and Rules, as well as in various administrative tribunals.

In connection with the land use and development aspects of his practice, Matt has broad experience advising various clients, ranging from municipalities, developers, manufacturers, and renewable energy clients on permitting, land use and zoning matters including area and use variances, wetlands issues, endangered and threatened species, coastal zone management areas, state historic preservation issues, hazardous waste, and clean water act compliance, among others. This is in addition to his experience in matters associated with State Environmental Quality Review Act (SEQRA), New York State Public Service Law, the Freedom of Information Law, and Open Meetings Law including associated litigation.

Matt also has experience counseling public entities with regard to rulemaking and regulatory compliance, and conducts environmental and regulatory due diligence for private clients in connection with mergers, acquisitions, and real estate transactions. This includes assessing permitting and remedial matters, as well as general environmental risk considerations.
