As a member of the firm’s Real Estate and Finance practice, Shannon primarily counsels Industrial Development Agencies (IDAs) and municipal clients on leasing and various financial transactions with regard to economic development projects. She assists clients in compliance matters, straight lease transactions, and tax-exempt bond financings by advising them on statutory and other requirements, and drafting closing documents. In addition, Shannon has served as trustee’s counsel for various tax-exempt bond financings.
In advising clients during an issuance of tax-exempt bonds, Shannon works with senior counsel to assist in the initial application process and project review, assists in document preparation, and supervises the closing process to ensure compliance with any post-closing reporting requirements.
Shannon also assists IDAs in conducting compliance checks with regard to New York State and federal laws. For example, she provides guidance regarding the annual reporting requirements of IDAs, has reviewed and revised existing IDA policies, and has drafted new IDA policies based on emerging legislation.
Shannon was part of a team of attorneys that assisted the Albany Port District Commission with its Port Expansion Project, which consists of the construction of a manufacturing facility to be located in the Town of Bethlehem, New York to be used for the manufacturing, production, and transportation of wind-turbines for large off-shore wind projects.
She was also part of a team that that assisted various IDAs in completing projects with CHPE LLC. The projects consisted of an underground transmission line to be installed to carry energy between Canada and New York City.
