Spitzer, leader of the Hodgson Russ Municipal Law Practice Group, drafted the inaugural chapter on municipal annexation for the latest edition of New York Zoning Law and Practice, the leading resource for legal professionals, municipalities, and the courts on the subjects of zoning, planning, subdivision control, and land-use controls in New York State.
