The article discusses the federal Marketplace Fairness Act, which would require large online vendors to collect sales tax on items like clothes and electronics, and states’ efforts to pass legislation extending sales tax to digital content. Debra told MarketWatch that “New York’s Department of Taxation and Finance has been ‘aggressively asserting’ that purchases of electronic services (such as apps) are taxable licenses to use pre-written software.”
